Green torch coral question

You can snap them off with bone cutters, or saw them off with a diamond saw or clean wet tile saw.
 
If you are only see bare skeleton and no tissue in those areas then yes that part of the coral is dead. Just avoid live tissue on the other branches. They are fairly easy to snap off.
