Ok so I paid this guy for 2 radion xr30w's about 2 weeks ago, he said that he'd ship the lights out the next day. However, 2 days after me paying for the lights, he told me to wait another 5 days because he noticed one of the fans has corrosion and he'd need to order new fans (doesn't sound right but ok). and it's been almost 2 weeks now and still nothing from him

How did you pay for item? If Paypal, simply file a buyers /open a case and click on box- item not received.
Paypal will follow up with him and issue refund if no response or action on his behalf. Hope fully a lack of communication and an oversight
