Help Bonding Wet Rock

I cannot seem to get my wet rock pieces to bond, have tried glue, JB Waterweld, Epoxy, etc. Had high hopes for the Waterweld but it never cures and just end up like playdough and crumbles.. any other ideas? Do not want to remove it and kill the bacteria either.
 
Use the super glue/epoxy/super glue method used for gluing coral frags

Also, you should be able to take it out of the tank, apply the glue and baking soda and or JB Weld and let it set up for 15 minutes and not kill or uncycle the rock. If it stays damp then the bacteria will be fine.
 
Ok I added the WaterWeld three days ago.. should have cured by now no?
