any kind of shiny skin or dirty skin on the head?
I used soft toothbrush and gently brush its head, and it started to open.

If you just got it, you need to find out the water conditions it came from compared to yours, if he came from dirtier water, he may not like yours right now.
If you've had him for a bit, look for shiny on the top surface, this will tell you he's shedding, and may take a week or so to shed, then will reopen.
But that being said, they are big babies, and when you make em mad, they can pout for a long time.
