Help with Fluval Flex 32

I have the Intank media baskets on my Flex 32.5 and it doesn't seem like the water is spilling over like it should. The water level is over the suggested 14" and i replaced the stock return with a more powerful one. Any suggestions on how to fix this?

there must be a leak between the first and second chambers causing the water to flow from the 1st to the 2nd chamber without spilling over, unless I'm missing something.

I have to keep my water level pretty high for spill over. As said above could be a leak between chambers BUT I kinda feel like this particular basket/set up lets enough water through that it doesn't spill over until the water level is really high. . .

I will try to get pictures of mine when home.
