Hermit crab is halfway into a different hermit crab's shell?

There are hermits in both shells? They've been like this for hours
 
My first guess would be that the one on the smaller shell is trying to steal the larger shell from the other.
 
Are both alive? I've seen this when one is dead and the other is eating it.
 
Both are alive but the bigger one seems to be less blue, maybe the smaller one is waiting for the bigger to die?
 
That would make sense since the bigger one's legs are less blue
 
I think I would try to separate them. If the bigger one is molting it needs to be able to get out of the shell.
 
I separated them and then the one being attacked got out of his shell and the aggressor took his shell and now they both seem happy
