Hi fin goby acting weird

My hi fin is out of his hole half swimming half floating upside down and doing weird spirals around the tank. Doesn't seem right. Any ideas on what's going on and what I can do?

Check your water parameters. Do a water change.

Did usual weekly water change yesterday. He's 3 months old. Also changed GfO and carbon. All other fish are acting fine. Parameters are all normal.
