High temp heater shut-off recommendations

Hi, I installed my ITC-306A on my mixing station. However, for some weird reason it is not turning off the heater after the temp reaches 77°F, instead the water kept heating up until it reach 83°F.

Any idea of what is going on and how to fix it?

It ITC-306A has two heat settings, T1 and T2. What are they set at?
I have T1 set at 76.5°F and T2 set at 77°F.
 
I would change them both, and make sure they are 1 degree apart (rather than half a degree). That will ensure that if there's a fault saved value somewhere it gets overwritten.
