How do they measure anemones?

I haven't bought anemones other than local - I see online that they sell x or y anemone for $40 for a 1-2" specimen for example. Is that the size of the foot or the inflated anemone? They never seem to specify.

At 1" I'm hoping that's the foot, but to be honest I don't think I'd ever buy a nem that small, even a BTA. I would expect to see something in the description like "5"-6" when fully expanded" which would mean the diameter of the oral disk. Best for the vendor to provide WYSIWYG photos with a ruler in it.
