How to get wrasse out?

I need to restart my tank; take out water and sand. I tried to get wrasse out but I think he is hiding in sand somewhere. I put lights on and can't find it. is it safe to scoop up sand to find it? I ordered a fish trap coming tomorrow. Not sure what to do here.

If you think he's in the sand you can gently scoop sand out and he will resurface.

I got him from moving hands on sand and he came out. I am so glad now I can clean tank and get ready to restart everything
