The polyps open but don't extend.

It could be cyphastrea but I'd wait it out and see if you get polyp extension to determine a positive ID

Other than low light/ water movement, how fast do they grow, etc? I would like it to encrypts over a rock I have in here but I don't know how to keep it there or how fast that will happen.

I normally remove frags from the plugs carefully then glue frag to the rock I like. I'd try to put it in a spot that you like while on the plug before gluing it and let it acclimate to make sure it's happy there.

Looks like a goniopora. Something about the polyp tips don't look normal goniopora though. @Salty1962 does cyphastrea extend polyps that much? I'm not 100% sure on goniopora.

I hope it is geniopora, but I won't be upset either way. It's the brightest thing in my tank and I want it to grow.

I found a short polyp goni online. Different colors but looks just like this. I think that may be what we have here.

The polyp crater, for want of a better term, looks like cyphastrea. Goniopora have 24 tentacles on the polyps but it appears cyphastrea so as well from a quick Google. So gut says cyphastrea and a nice one.
