It was filled up that much in overnight

Don't worry about your overflow box leaking on the moment.
I would be worried your bulkheads with all that silicone around it.

Why is there silicone on the bulkhead to begin with? Bulkheads don’t require silicone and if it’s leaking just replace the bulkhead its a 5 dollar item.

Well actually i dont know either, i hire someone else to do the plumbing etc and now i was concern about my skimmer its deliver the electric stun everytime i touch the water

Not saying it's bad bad but it ain't normal to silicone the bulkheads.

You got a current running trough your water, probably a cracked wire from your skimmer pump.
Is this a new skimmer?

It’s used , i just get it looked up, but i think i will just get a new one, just to be safe thx for all ur kind reply wish me luck

Nope sir, but after what happened yesterday i think i will , this is my second reef tank , i want to do it the right way so i will take it slowly and patient , i have 20 gallon all hob equipment without sump for 6 months that doing pretty well ,learn from scratch of keeping livestocks, but not enough learning about setting sump , plumbing,drilling,electric setting etc ,glad to join this forum
