How old is the tank? It looks like it's getting that light dusting of diatoms starting potentially. I'd start slow on the CUC until you start seeing algae growth but this is a good sign you're working towards that algae growth
 
I didn't start adding a CUC until my rocks had some green to them. How long has your tank been running?
 
3 weeks. I started with I added a large biobrick that had been marinating for 3 months in my other tank
Up to you if you want to add CUC. Personally, I would wait until you have more algae in there. That just looks like your typical new tank ugglies
 
Is it too early to add copepods?
No, it’s a good time and, although they will go away on their own, the pods will clear them out faster. Just keep feeding phytoplankton.
