Is it white infestec spot?

Hello, I'm quite new here. It's been 2 months since I set up the aquarium.
I have 3 percula clownfish (Nearly 3-4 cm) and 1 Cleaner Shrimp in 20 gallons tank.

One of my percula got a strange white spot. Is it a bitemark from other perculas or any infection?

I separated him from the aquarium and waiting for your thoughts about how to save his life.

That looks like a bite mark that has become infected. The ring around it is pretty clearly the way bacteria grows.

What aquarium antibiotics do you have available to you?

(the issue here may be having three clowns in a tank, they often will pair up and fight the third fish, if the third fish is stronger, one of the pair could be harmed, but it is usually the "odd fish out" that gets beat up)

I have Sera Costapur. Is it enough or should I buy something different?

No, that will not help with this problem. You need an antibiotic. Those may be difficult to find in Europe/Asia. In the US, we would use true antibiotics such as Neomycin or Kanamycin. The only Sera product that might work is their Baktopur.

One quick update from my side, the white thing on the bitemark dropped down. I'm not sure if it's healing or not but he eats when I give him some pellets.
It's been 2 days that I'm adding one drop of Costapur daily to the quarantine.

I believe in your country, you ave NT Labs acriflavin or Waterlife Myxazin which will work

The costapur won't help with this, but many bacterial infections go away on their own, with no treatment. If the issue is getting better over 2 days, I wouldn't worry about it.
