Is my Royal Gramma Basselet ok?

Hi guys, I’ve add a Basselet to my quarantine tank today and he has been very weird. He is just on one spot and nudging his body against the side of the tank, almost like he is scrathing his body. An idea of what it might be?

is there any place to hide at all? they don't really like being out in the open under bright light all day so he may just be hiding otherwise if there are spots and he is "scratching" it may be ich but I would add a pvc tube or cap or something for him to try and hide in first
 
Agreed. He needs cover.

Scratching could be any of a few parasites.
 
Does he seem to be targeting his gills when he scratches?
 
If you QT royal gamma like that then surely it will stress out and ich will occur...etc.
Even a healthy Royal (QT'ed) goes into DT, it still hide in rock work and only come out occasionally after few days and even weeks before it can be seen it often in open water.
