Is PVC Foam Inert?

Is PVC Foam, like the kind they use for Yoga mats, inert? I have a few noisy pumps I am trying to quiet and a couple of square feet of pvc mat left over. I am thinking about gluing some mat to the bottom of a pump.

I wouldn't, because I don't trust the origin.... Most folks usually put soft line between the sump and the line heading out.
