Is this a good light?

I am setting up a 3gal picotope and am looking to upgrade lighting. I would like a light that if I wanted to do some SPS I could. Would this light work? Dimmable PAR38 12W Watt LED Aquarium Reef Coral White Blue Grow Light Lighting | eBay

I'd rather just get a WavePoint if you are on a budget. It is a few dollars more and is proven.

You're welcome. I believe I got one for $70 at my LFS. I have successfully grown chaeto, grape macro algae. The LFS store was growing some SPS and LPS with it in a small 5 gallon tank.
