This stuff is growing like crazy, doesn't seem to be harming them. Is it just a sponge? How should I get rid of it?

Yup, tube sponges. You can remove them with a turkey baster or manually with your hands

Will they just keep coming back?
most likely. best way to lower them is to avoid to much extra nutrients in the tank. They're filter feeders and will eat the excess food floating around the tank.
