Is this cyano?

I have been away and had someone just adding water and feeding fish. I got back and i have this neon orange stuff all over my tank. Is this cyano or something else?

Does it blow off easily?
If so, likely Cyano, comes in a few colours.

Check your nutrient levels and if high, water change them down to normal.
