Yes, I am not an expert but my gut says half or less will be sufficient

The bubbles aren't going to cause any problems with your fish. I ran a lot of bubbles like that the last time I did chemi-clean without any issues. Better to have increased oxygenation than too little during those treatments. The fish just swim through the bubbles like they are nothing....probably makes them feel at home on a real crashing reef, lol.
