I purchased a beautiful rainbow bubbletip, added to a newer tank. He moved around and seemingly found the comfy spot and now it looks like the picture. Is he savable?

Have you been feeding it at all? You could try some tiny pieces of brine or mysis, but I don’t know if that will help. Lighting, flow and water parameters all good?

Wouldn't recommend feeding it until it's been in the tank for at least a week. How old is the tank?

Id get him too your lfs and ask to hold him. I did that to one of my nems that looked similar and was healthy again after 2 weeks.
