Unfortunately , this snapper is in great distress and is likely moribund which is a term for a fish that may or may not recover. Prognosis from a very good video you took suggests, this fish may have little chance. It may have crashed intio an object or got stuck somewhere leading to its present condition.
Fish also appears a little thin which may have led to this also

I agree that this fish looks too far gone.
I’d say it does look rather thin. Has it been eating? Any recent additions to the tank?
We bought him online and he was supposed to be 20cm but he arrived and was 8cm which meant he had to be put in a divider because my other fish would eat him. We couldn't send him back and we couldn't sell him because we live in the middle of nowhere. He hasn't been eating much, tried shrimp which he didn't eat and even tried putting garlic on it and he still didn't eat. I tried blood worms and he only eats a very little amount of them. I try shrimp every day. I have only had him for 4 days.

Sorry to hear and the condition it was in suggested this may have been the case.
If you havent already- Contact shipper and furnish pics arguing size and condition
