If you are asking if the PADI Discover Scuba course is worth $22 bucks, I would say yes. Full disclosure, I did it in the Bahamas lol. That was back in 1997.

Got fully certified right after and never looked back. At the very least it will give you a taste of what diving is like if you've never been.

Introduction to Scuba class is a great way to explore whether this sport is something you would like to move forward with (certifications). Generally cost vary with in-tropics resort area around the $100-$120 range. Assuming the discount is due to off-season and the location mentioned in WI is bound to be a cold spot right now. Scuba isn't for everyone and you certainly want to make sure you are least in decent shape. I'd suggest you inquire as to the locale of this and what expected water temps would be.

Our local reef club in Georgia partners with a local dive club and hold dive classes for new members during the year, with trips to Keys during spring, summer, and fall where we explore and collect legal stocks. We just got back from a 2-day drift dive to West Palm Beach, FL, and conditions and visibility (+60ft) were fantastic!

With equipment rental and everything is $450 a good price to certified? That includes an open water dive as well.

That’s right about in line with the norm I if you are getting the course materials too.

Its in the range. Our local dive shop advertises $399 plus equipment rental, with multiple OW dives to certification level (instructor actually determines when you are ready, not just a dive quotient. I'd rent equipment for a while until you get a feel for what you like. Everything from mask > fins > BCD have differing features and benefits, and some shortcomings (FOV in mask, load on legs with fins vs amount of thrust, fit and storage with BCD). Took me about a year to figure which BCD I thought I wanted, now on 2nd one as I realized initial choice was not my best choice. Like in reefing, take it slow! Focus on the important skills and then refocus again. Find a local club if you can and find a good dive partner, don't be afraid to look elsewhere if that partner doesn't fell right. Don't be afraid to speak up if you feel uncomfortable about a dive!

Snorkeled there. Don’t know what they are called but there were a ton of green fish with black strips almost like a green bannerfish.

Oh man, scuba in Thailand is totally like entering into a whole different world!! The colors on the fishes and corals are crazy beautiful, you will get a color overload under the sea...
