I bought this torch in January after having success with hammers and other LPS.

This is about as extended as it gets. I have LPS, SPS, Softies and Leathers in the tank all doing well and growing but this torch has stayed the same size and never seems to extend.

I've tried giving it more light, giving it less light, less flow, more flow etc. It just always looks like that.

Any ideas?

Looks like it in low flow which could be the cause. Mine like a good amount of indirect flow.

Maybe give 3 things.
More light.
More flow.
And leave it alone for awhile. It may take weeks or a month for everything to line up.

Also, there are a lot of short tentacle torch corals ( ausse ) around now. I have a couple.
They may get a little longer, but probably not like the indo torch corals you see with the super long tentacles.
