Does the entire length of a heater get hot? If A heater was to be held in place with say a piece of PVC pipe would it melt, leech or cause damage?

It would be fine just so long as it's fully submerged and the PVC isn't keeping water from making contact with it, how are you planning to do it?

There’s a squiggly line on them that says something like min water level. It’s a few inches below the control end of the heater. You shut not have the heater further out of the water than this line. Although the actual heating element only extends up about 2/3 of the way (maybe a bit more) the thermostat is higher up so you don’t want to cover that. As long as your PVC holder is above the squiggly line you should be fine.
