Am I suppose to be seeing a mini waterspout or whirlpool above my power head?

It will happen if you have it too close to the water surface. Bring it down a inch or two to remedy

Is this with a WP model? I'd get that with my WP-40 as Raptor said, for being too close to the surface. But I found that if I turned the bracket so one of the arms was on the top of the powerhead it let me cheat this a bit and have it up a bit higher than I otherwise could without creating a funnel. I actually prefer to have them a bit lower and angled up, but that's not always possible so figured I'd throw it out there.
