Sounds heinous.
Assuming you cut all power no noise?
And assuming no noise while running?
I'm going to guess if this is the case you have a bad controller wherein it's sending a slight pulse instead of shutting it down.
These controllers will go bad.
I've had my return going for 5 years or more without issue but I've heard of these pumps going bad and grinding at times or not starting again after a power outage etc.
Like I said mine has been issue free.
If you haven't already I'd pull it and take it apart.
That's all the help I've got.

Whether its power off or feeding mode, same noise.

No noise or issues when its on.

I wonder if its water backing up into the check valve causing. Idk

I've never had a check valve make noise like that but you never know.
Try removing the check valve, maybe just remove the pump and play around with it in a bucket or something if you are really chasing down the noise.
Otherwise if it works it works.
If it does it when it is completely unplugged then the valve has to be the culprit.
Noises like this drive me nuts so I hope anything I've said is helpful.

Check valve is the issue and should not be used in aquarium settings.
