junction box ?

Would it be safe to cut the pugs off of my heaters and put them back on? I also would have to do that to my controller plug. The cords are very long on my heaters and I would like to shorten them and run them into a junction box.

If done right it's totally safe, but if you for some reason would like to extend the cord in the future that's not equally easy to do and keep it safe from water etc. At least it's going to be ugly.
Can't you just wrap the extra length up tight and secure it with some tape or velcro?

Yes, if you know what you are doing it can be done safely. I would use something like this even if it is fairly expensive.

If you need to use a smaller plug you can. I do recommend sealing the cable entrance with silicone to help keep moisture out. If you use AFCI's and GFCI's it is less of a concern but I'd hate to see corrosion potentially start a fire.

It is safe to cut the plug off of anything. The only thing you have to look out for. Besides doing it correctly is if one prong is wider than the other one (Polarized plug) you need to also get a new polarized plug and install it with the wires in the same position as the old one. Most cheaper heaters won't have polarized plugs and you can put the wires on any terminal . If you look at the outlets in your house, one slot is wider, (unless you have a very old house)

I do plan on using GFCI outlets. What I'm not to crazy about is cutting 4 cords and splicing them back together.
