My stirrer still has about 1 1/2 - 2" of kalk in the bottom, but I noticed my alk is dropping as well as pH and calc. Is it possible that the remaining kalk in the stirrer is "dead" and just hasn't dissolved? Does kalk lose its properties sitting in a supersaturated solution like that over time and needs to be dumped and replaced?

Do you have pH probe in your stirrer? If mine drops to 12.1 I add a spoonful to get it back to 12.5. That’s my baseline.

I don’t but I can easily move the Apex probe to it to check.
You should get one for peace of mind. I run a probe in my sump and in the kalkstirrer. Helps me make sure pH is always 8.3 in the display and 12.5 in the reactor.
