You don’t need to attach to plugs. You could also use rubble

I wouldn’t cut them. When I had this issue on a prior tank I was able to peel them off. Like peeling off a sticker

I used to do this back in the day.
Very easy.
Waving hand anthelia was one of my staple LFS trade-ins.
Do like suggested, use an x-acto knife or similar to help peel it off, or to pry ever so slightly under the rock. If you can "shave" the rock it also adds the benefit of being easier to glue down the base.
But to be honest, never really had an issue of gluing them down onto frag plugs/tiles or rubble, use cyanoacrylate gel.
Put glue down onto whichever media you are using and gently press the mat/base of the anthelia down.
put it in low flow for a few days and it would have attached by then.
if any of it lifts up, just add a dab more glue. and gently resecure.
Do it a few times and you'll be a pro in no time at all!

I have a piece of rock that came with a tiny feather duster worm hitch hiker. very cool. there is a tree nearbye that has forked and now the fork is leaning awfully close to where the worm lives. I assume that at some point they will come in contact with each other and that the tree will irritate if not outright sting the worm keeping him from coming out. Can i cut the branch off the tree and attach it to another spot in the tank?

For sure.

If you actually want to keep it, just lightly rubber band it to some rubble and let it attach, then you can place the rubble wherever you'd like it. What I mean by that is wrap a rubber band around it and the rubble, but not so tight that the frag is very pinched. you want it just tight enough to keep it in place, but not get smothered/crushed/squished too much.

you could also rubber band the rubble onto the branch (in the same fashion as I described earlier) while it is still on the main colony. then when it has attached to the rubble, cut it free from the main colony.
