kessil H160 TUNA FLORA to apex

I picked up this light plus the 0-10v cable to plug into my apex. However got it plugged in and all it’s doing is blinking red. Anyone have this light connected to a Apex?

I have one plugged into an outlet on a EB8 (without the 0-10v cable) over the fuge and it works flawlessly.
