Leathers perpetually shedding

I have posted this in other forums but maybe someone here will have some insight. I have a biocube 32 softy tank. 3 toadstool, 2 nepthea, sinularia, devils hand. Papaya coral, pineapple coral. Some polyps. 4 fish. Over a month ago everything in the tank closed up and started shedding (well not the zoas). The sinularia and nepthea pretty much returned to normal but all toadstools, the devils hand and the papya coral have not opened back up consistently. They will polyp out for an hour or maybe a whole day then shed again. Water parameters have been unchanged. I've tried massive water changes and even changed out the sand (we moved). I added a powerhead to vary the flow. The only thing I haven't changed is the light, which is a kessil 160. It could be too weak, but it was ok for several months prior to this. Any thoughts?

Hoping someone can help.
