Light fixture leaking electricity

My T5 fixture is basically shocking me, I can feel a light current when I touch the hanging cables and other steel parts. What should I do?

Any salt creep in/around the fixture? I'd take it apart and check the wiring.
 
Nope it's over a rimless tank and is not in a canopy so no salt creep. Could the ballast be bad? Lights are working fine. I may take it apart this weekend and take a peek.

Light is an Aquaactincs Constellation.
 
Well I just realized that I have the light on an improperly grounded outlet. It is possible to easily fix this? I can run a wire from the water main to the outlet. But could I just wrap it around the ground prong?
