Macroalgae fuzz?

Just bought some macro algae and it seems to be fuzzy. Does it just normally look like this when established?

What is it supposed to be?
The white looks like dead stuff to me.

I have a chronic problem with fluffy brown/pale algae that get snagged on anything sticking up. I can shake it loose when I do a water change but it deposits again as soon as the circulating pump is on. At first I thought it was debris from a die off but it hasn't diminished with subsequent water changes. I have snails but no real change. It is worst in my Halimeda tank, not so much in my Caulerpa tank. Any ideas on how to reduce this? The only nutrients I'm doping into the instant ocean are ammonia for the live rock since I have no fish, corals, or other animals (except a couple of solar seas slugs and an aiptasia).
