male blue throat trigger has white bumps by mouth....

He seems to have gotten these a few times and went away fairly quick. I guessed he had a cut of sorts....

They have came back and now are on both sides of mouth and have been there for a few weeks and don't seem to be getting better?
He is swimming and eating like normal.

Ideas? Infection? needs treating or leave alone?
