I did a tank transfer two weeks ago put all my life rock from my old tank into the new fresh tank. I am currently dosing all four reef I want to add this product, but I don’t know this will affect my alkalinity

if the rock was already live why add more bacteria?
and if you’re dosing/ have livestock you should be fine. i’ve transferred rocks to new tanks many times and once even forgot the rock in a bucket without heater over night and still had no issues next day, however that’s with semi mature live rock

No, it should not. And I'm not sure why that's printed on the bottled product you used. To my knowledge, the bacteria you want to process nitrogenous waste do not depend on alkalinity at all.

But as @shcrimps mentioned, if your rock was used in your previous tank for longer than a couple months or so, they should be well cycled. If you put those rocks into your new tank, you should not see much of a cycle at all. Adding the bottled bacteria will not hurt, but it's not really necessary. Again, I can't say for sure because I've never used that particular bottled bacteria product, but the ones I have used have zero impact on alkalinity. Keep dosing your All-For-Reef as normal, would be my suggestion.

I don't use AFR (yet) myself, so I can't answer that directly. I'd suggest starting a new thread to ask about that specifically, many reefers here use it and I'm sure can advise.

Conversion of ammonia to nitrate depletes alkalinity. That is presumably what the bottle is referring to. Accumulation of 50 ppm nitrate depletes 2.3 dKH of alk.

If you are asking at what time of day? Typically when lights are on. I dose afr around midday for my reef.
If you are asking when should you start dosing afr if you dont dose? This is a question only testing can answer ideally. I would say once water changes will no longer maintain a stable alk and calc. But again this needs to be tested for. I dose based off of my alk consumption as suggested by @Randy Holmes-Farley.

i recently stopped using AFR but when i was dosing it i would have small amounts dose throughout the day and night cycle rather than just one-two larger doses a day
works great & i think its good
i just feel like for LPS i had quicker growth using a two part system which is why i plan on switching back to seachem 2 part since it worked wonders for me before and is pretty cheap

My $.02 if it is a bottled bacteria/ dry rock sand cycle probably not much to worry about but things like precipitation can happen so its probably good to know what the levels are. If you are just using 2 ppm of ammonia it should not make 50 ppm of nitrate so little alk should be used during the initial cycle. I took my tank up to 2ppm ammonia 3 times during my cycle and at the end had less than 20ppm nitrate.

I personally cannot see a reason to not maintain alk in a new tank. There are lots of organisms that are added early on in reefing that will use alk that are rarely discussed, such as snails, urchins, and many more.
