I know that it's possible keep a pair of Mandarins together if they are male and female. But I have a male Target (or Psychedelic) and would like to add a green one. Can I do that in a 100 gallon tank if the green one is a female?

I have 3 in my 125 . As long as there's only 1 male it can be done. Just make sure they're getting enough to eat.

I’m hoping pod population will keep the one I have healthy. I know that he will eat frozen brine but I can’t seem to get any past my Tangs.

Look up the mandrin target feeder that PaulB made. It's for feeding freshly hatched brine shrimp babies. If you want to hatch and supplement the mandrins.
