multiple white jaw cardinalfish

Unfortunately I believe this to be the nature of this fish. Turns out there is another one in my area that behaves the same - always in hiding. Based on its origins this fish is likely happy in low light with dirty water. unfortunate considering how unique this fish is!
 
It should be able to be kept in groups. It naturally dwells among mangroves and in caves, so providing similar tankmates and providing ample cover should draw it out more.

thank you! I can look to source a few more. Reading these are nocturnal- will having a few increase the chance of seeing them when the lights are on?

Having a few, providing overhangs, and feeding frequent small meals when the lights are on will help them come out more.
