He was fine yesterday then today he just was laying around all day then out of knowhere he got paler and got the spots on him. Now he swimming upside down, sideways and seems to be very stressed
Clown is in trouble and headed to state of being moribund. It is hard to tell with heavy blue lighting (always best under white lighting ) but the spots you mention look like mucus which may be associated with clown disease known as Brooklynella.
At this point you can give the fish A 5 minute freshwater dip the same temperature as display tank to rid of substance on him and add aeration using airstone.
I will warn you . . . . IF YOU GIVE fw DIP, IT CAN FURTHER STRESS IT AND may lead to death. With being moribund, fish will not eat not swim, breathe or behave normally and further deterioirate and sad to say this
