My Dwarf Gourami is struggling to move?

My dwarf gourami has been acting very strange. It has been lying at the bottom of the tank all day. The scales on his head are discolored and I am not sure what is wrong. All my other fish are in perfect condition so I am quite confused. I tested the water and all of the readings are normal. Can anyone help me understand what is happening and what i can do to help it?

Wasn’t sure you could keep gourami’s in salt water . I know their are some brackish fish that can. Maybe that’s the issue !
