Crazy thing is i had him higher and he hated it....even a one inch adjustment he was close up tighter then a..........well tight lol soon as i put him back he was back out again i have moved another alve over by him that was fading and boom same thing opened right back up and is doing better weird stuf....

How are your strainers could the possibly be clogged at all seems that it almost has a brief moment its not in a syphon and then something burps and boom flow

I can't video yet. Wife's only one home. I'll get one. It's 3 pipes down to the sump of other tank.

Gate is lowest, 2nd drain is higher , 3rd is return same height as 2nd drain

That would be how I would set it up and how I've seen it set up. Having the 90 acts as an actual emergency. The water cannot go over that level.

I've been tuning so that water barely goes down the top drain. To avoid noise.

Maybe that's my issue?

In my opinion, without a 90 on your second drain, and the pump speed constant, and the gate set to barely overflow your "high water mark", You are essentially using the gate to try to balance two flowing drains, Which as you are seeing is nearly impossible.
