Slip drip issue. Small drip from the circled area. This it the return back to tank. Currently has tape around it. Will drain tank down remove and clean Bulkhead. Do I replace tape or use pipe dope. Don't want to glue unless absolutely necessary.

I'd glue it,you have enough pipe to cut and use adapter if needed in future...
