IF I see something on my sand and or rock I try to remove it with out taking out too much sand. I always look for anything I can remove that way..
 
I like to use a turkey baster to get detritus off the rocks and I siphon a small portion of the sand bed.
 
Yes, definitely stay on top of removing any algae. One way would be to take a 3/8" O.D. hard tube and insert it in a 1/2" O.D. clear tube and syphon out any undesirables when you do your water change.
 
I always take the opportunity to remove algae from my tank and refugium. For the last few months I have been battling cyano and have needed to remove some sand with it during each water change. I also keep several bags of new sand around and will remove small amounts and replace as needed. I think detritus builds up there and we can better keep a crash or old tank syndrome at bay by just taking a little sand out here and there.
