OP, any chances of pics under just white light? (Blue light obscures a lot of detail, so white light is better for most ID's).
Unless you've got something in the tank that would eat an anemone, it probably is wandering around looking for a good spot to stay in the tank - I have read that these tend to like hanging out on the undersides of rocks while sticking their tentacles out into moderate lighting. It may also be looking for something to eat, as Telmatactis anemones at least generally don't seem to be (facultatively)?photosynthetic like other nems in the hobby.
