A single shelf rock elevated slightly off the sand (if sand is used) or bare bottom. Let some corals fill the rest naturally.

...or a single cave like structured rock with grow out corals on top and to provide a home for whatever inhabitants may occupy it.

I went NSA on my 150 FOWLR, if you want to check out p. 3 of my Build Thread. Just a few rocks on the ‘low’ end of the tank, and a ‘stick-tent’ type structure I built with E-Marco cement on the ‘tall’ end of the tank.
