need info for fish only tank

My buddy is starting a small 20 gal tank. All he really wants is two clowns. We have the tank, live sand, cured live rock and hang on the back filter rated for 50 gal per hour. Going to take ten gals of water from my established reef tank and combine with ten gals of new red sea coral pro ro/di water. My question is about tank set up. We all see on our fav tv show that fish are added same day. should we wait to add fish or do you think there will still be a cycle? I'm think e beat the cycle by going cured and using established water.
 
I would get Dr. Tims one and only and add that as well. 10 fresh saltwater + established water + dr. Tim or stability has worked for me when down sizing or transferring. I would watch your levels just in case.
 
Wait till your water parameters are stable. I wonded the same thing once they said it is better to wait till it's stable enough
