New Clown fish dying?

I have recently purchased a little clown fish. And it has been floating on the water surface since last night and looks like it cannot sink.

Is it dying? Is there something I can do to help?

A video (linked through YouTube) would help. Clowns are known for doing weird things, pretty often the small ones will hang out near the top (my new perc did throughout qt, and still does like the top).
Is it breathing normally? Does it have a feeding response?

And yes it is eating, but breathing a little fast.
