New saltwater mix issues

A couple of things.
I just did a water change. My fresh saltwater is in my garage salt water temp lately has been around 80-82 maybe higher in the middle of the day. Can this cause cloudy saltwater? As I just did a water change and now my tank is a bit cloudy.

Can higher water degrees cause bacteria blooms?

Also had two extra buckets of saltwater mix (i use IO) and in the bottom was white stuff looks like salt but doesn’t feel like it. Anyway it wouldn’t mix. Had a power head in it for an hour. I threw it out as I didnt want to take the chance.

So I guess where im getting at can high water temps cause bacteria blooms/cloudy water/issues. If so how do some of you guys combat this?????

I mix my ro water and salt for like 24hours and make sure it hits 80 mixes well but still some at the bottom . I use the same salt
