These are mucus cones often from a skin irritation and ich and Often you will notice other occupants show no signs but recommended is to remove all fish and treat them as well using coppersafe or copper power for a full 30 days at 2.25ppm which they respond to well and add an air stone and monitor copper level with a reliable Copper Test kit such as Hanna Brand- No API brand. Also monitor Ammonia levels while in quarantine with a reliable test kit and add aeration during treatment using an air stone.
The display tank will have to be kept fishless (FALLOW) for 6-8 weeks to assure the existing parasites go through their life cycle without a host fish and die off. Inverts and coral can remain in the display (not treatment) tank during fallow period.
A quarantine tank can be as simple as a tank from a second hand store, a Rubbermaid type tub or a starter kit from Walmart which most of the needed essentials.

I only have two fish in this tank at the moment. The sailfin & scopas tang but my quarantine tank tank is only 20 gallons. The fish are roughly about 4-5 inches apiece will this be safe for them, or do I need a bigger tank? The scopas tang shows no signs of sickness at the moment

I recommend a 40 breeder as 20 will be tight

Just checking - if there are NO invertebrates or corals in that tank, you could treat the fish where they are with hyposalinity. If you just a few invertebrates, it might be easier to move them to 20 gallon tank for the duration of the treatment.

Otherwise, as mentioned, you’ll need to treat both fish in a hospital tank as described with Coppersafe for 30 days. However, the fish can’t be returned to the infected tank for 60 days.
