Overflow for low flow tanks?

I'm putting together a series of 10 gallon tanks plumbed together to be used as Refugio's. They'll be stacked vertically above one another next to my display tank.

My question is, if the water flow in and out of the tanks is going to be very low, will there be much gurgling? I'd like to keep it simple and just drill an outlet near the top of the tank where the water line will be. And just let the water flow out without having to make any sort of standpipe to silence any noises.
